Introduction to Consular Authentication:

In line with international practice and consular practice in China, the purpose of consular authentication (legalization) is to ensure that notarial deeds issued in one country can be acknowledged by relevant authorities in another country, and the deeds can have its due legal effect, which shall not be affected by doubts on the authenticity of the seal or signature on the deeds.

The Chinese Embassy is responsible for legalizing notarial deeds and other documents that have been duly authenticated by the U.S. Department of State; the Chinese Consulate-General is responsible for legalizing notarial deeds and other documents that have been duly authenticated by the Secretary of State of the state over which it holds consular jurisdiction.

Common Documents for Consular Authentication (Legalization):

Criminal record, diploma, degree certificate, license, birth certificate, marriage certificate, health certificate, business document, statement, authorization letter, etc.

Authentication Procedures:

Step 1 --- Have your document notarized by a local notary public unless it is an original certified copy/certification issued by a competent Federal/ State/local Office. We have a notary public here at AET and can notarize your document at our office.

Step 2 --- The document needs to be authenticated next by the Secretary of the State where it is executed. Some states require for the document to be certified by the County Clerk first. We can get your document authenticated by the Secretary of State in Massachusetts.

Step 3 --- Submit your document for final legalization to the Consulate-General that holds consular jurisdiction over your state. We can get your document legalized by Consulate General of the People's Republic of China in New York; there is no need to go submit or pick up the document yourself.

Documents to be Submitted:

1. One duly completed and signed Authentication Application Form.You can come to our Boston Office to fill out the application form.

2. The original document to be authenticated.

3. One copy of valid ID (passport, permanent resident card or US driver license).

4. For corporate documents, please provide annual report of the company, business card, and one passport/ driver license copy of the legal representative of the company.
